The High Prophets are the highest leaders of the covenant. After being blessed by the
oracle, the prophets are able to claim the title of Hierarch (and they get a cool floaty chair).
The current Hierarchs are the Prophet of Truth, Prophet of Mercy, and Prophet of Regret.

The Arbiter

A venerated and powerful ally who was bestowed with this honorable title after excelling
in both leadership and battle. The Arbiter's loyalty to the Covenant is unwavering.
He would NEVER, under ANY circumstances even think of betraying the covenant.
